You can only build an M16 if your a SOT 2 (licensed NFA manufacturer).

If you own a transferable M16, you can put whatever length barrel on it you want. The fact that it's a MG, trumps the SBR stuff.

As a civie - No, not since 1986.
You would have to be an 07FFL with 02SOT and then you can construct/manufacture MG's on ATF approval which requires an order from an eligible agency/etc or an approved dealer sample.

    Short answer - No

    M16? - no, see above...

If you already owned a NFA M16 you can have any barrel length you want as only title-1 firearms are controlled by the bbl length/OAL length restrictions

A short barreled AR-15 (semi-auto) you can build on an approved ATF Form-1

Here's a question for everyone, Is it legal to own a AR-15 with the 3rd hole drilled into the lower reciever which holds the FCG but with only the ar15 fcg in place?

A rcvr with the auto sear hole is a machinegun.

Here's another question...... as a U.S. Citizen do I have any rights that are worth a shit? apparently not, I guess the government is getting what they want, an unarmed nation of prisoners.

You think that is bad? Try having an Ar-15 that malfunctions intermittently only with soft-primer ammunition and being convicted of having illegal possession of a machinegun. That's what happened to Mr. Olofson...

You have all the freedom you want to watch reality shows and mind numbing programming on TV.

If you really want to own a M16. Just follow these simple steps.

    1. Take a second mortgage on your house, bringing the loan to value ratio to over 1 on your house.
    2. Use the money to buy your M16
    3. Cry that you can't pay your mortgage
    4. Demand that the Gov't help you out.
    5. Get the mortgage company to redo your loan so you can "afford" it.

Seems to have worked for millions of people already, except they bought cars/LCD TVs/etc.

Just a joke, please don't take this as actual advice

Just because you/we can not make a M16 when ever we feel like it we are a Nation of unarmed prisoners? Give me a F-'in break!

The last I heard we are a nation of well armed citizens (90+million Americans owning 225+ million firearms) and NFA type firearms are a fraction of whats out there in our hands.
