i always go with the approach of assuming that the guy who is trying to sell me something is acting in his best interests and not mine.
this means he might give me the answer that he feels will make the sale more likely to go through and/or reduce the amount of work he needs to do (or, he might just not know, but not want to admit that as it might be an obstacle to completing the sale). so, this answer may or may not be in my best interests and may or may not lead me to do what is proper according to the laws effecting me.
i really never ask salespeople for advice. and, if they give it on their own, i don't trust it (unless i know the person). just a little rule of thumb i follow that has served me well. (btw, though, if everyone did this we would not be in the current economic crisis...but that's a whole nother ball of wax )
to the OP: i have never bought a new car out of state, but i have bought used cars from private parties out of state. in those cases, it worked as described by a few posters above.
the sale was completed in the the other state, the seller and i went to a notary in the other state to transfer the title, and i got a notarized bill of sale with the amount paid and temp tags for the other state. i did not pay any tax in the other state.
i then had X number of days (forget offhand how many) to get the vehicle inspected and registered in PA (and, of course, officially added to my insurance). upon registering it in PA, i paid PA sales tax on the amount noted on the notarized bill of sale. if that amount was lower than blue book value (i tend to buy vehicles that are below their blue book and fix them up), i had to provide evidence of the sale price (the notarized bill of sale) and an explanation for the difference to PA.

I bought my 2004 Silverado new at the Chevy dealer in Burlington...place has gone thru several name changes since, so dont know what it is now. They handled all the PA paper work...charged PA sales tax, filed for PA registration, etc.

Forget those big dealers and don`t leave your money in NJ. Buy from the little guys and save money. Dodge buy in PenArgyl or Brodheadsville. Any of the rest find a small dealer and don`t deal with the BS. Chevy try Deichman Walker in Easton ask for Wayne.
No need to go out of state.

I didn't read any other replies and I'm sure you got your answer, but we bought our car in the LOVELY state of NJ and we just had to get it inspected in PA, everything else I guess you could say they did for us.
