    Here's my guess. The amendment will create a new license requirement for owning semi-automatic weapons and the fees will go to a fund for police officers killed in the line of duty.

    You're right! But you now know that it exists and knowing the author of the bill you can guess its' probable intents. Also, by being forewarned you can keep an eye out for the text and be ready to respond as soon as it is known.

    If it is introduced by Thomas it is not good.

    I sent an email off to Sam Rohrer yesterday, inquiring how a bill can be intiated without any initial documentation as to the bill's purpose. It seeemed odd to me that they could do this. I'll post his reply when I receive it.

    I'd bet you're right. I also like how the fund is entitled the "First Class County Slain Police Officer's Fund". I guess according to Rep. Thomas the police in Philadelphia are better then the rest, given that:

    - There is no such thing as a "First Class County", although Philly happens to be the only city which is a county.

    - He's using a tragedy in Pitt to give money to police in Philly, seeing as Pitt isn't a first class city.

    Sad. I feel for these officers and their families, but this is exactly the reason why we shouldn't be passing legislation which doles out money. It shouldn't be the responsibility of every citizen in the state to essentially pay into an insurance policy for the police and their families in a city we may live nowhere near.

    All of this is conjecture from the summary; I can't wait to see the actual text of the bill.

    AN ACT

    1 Amending Title 18 (Crimes and Offenses) of the Pennsylvania
    2 Consolidated Statutes, in firearms and other dangerous
    3 articles, further providing for licenses; and establishing
    4 the First Class County Slain Police Officers Fund.
    5 The General Assembly of the Commonwealth of Pennsylvania
    6 hereby enacts as follows:
    7 Section 1. Section 6109(h)(1) and (6) of Title 18 of the
    8 Pennsylvania Consolidated Statutes are amended and the
    9 subsection is amended by adding paragraphs to read:
    10 § 6109. Licenses.

    12 (h) Fee.--
    13 (1) In addition to fees described in paragraphs (2)(ii)
    14 and (3), the fee for a license to carry a firearm is [$19]
    15 $24. This includes all of the following:
    16 (i) A renewal notice processing fee of $1.50.
    17 (ii) An administrative fee of $5 under section 14(2)
    18 of the act of July 6, 1984 (P.L.614, No.127), known as
    19 the Sheriff Fee Act. In counties of the first class this

    1 administrative fee shall be $10.
    2 * * *
    3 (6) Except for the administrative fee [of $5 under
    4 section 14(2) of the Sheriff Fee Act] specified under
    5 paragraph (1)(ii), all other fees shall be refunded if the
    6 application is denied but shall not be refunded if a license
    7 is issued and subsequently revoked.
    8 * * *
    9 (8) For each fee collected under paragraph (1), $5 shall
    10 be dedicated to the Firearm Investigation Unit of the
    11 Pennsylvania State Police, which unit is established.
    12 (9) For each fee collected under paragraph (1) in a
    13 county of first class, $5 shall be deposited in the First
    14 Class County Slain Police Officers Fund, which fund is
    15 established in the State Treasury.
