Is this legal in PA?

I am selling a semi auto rifle and live in PA and the buyer is out of state, Can I ship the rifle to his FFL dealer personaly, I have a copy of his license. Is this legal under the PA firearms laws? Or does it have to go through FFL dealer to dealer?

My best understanding is that you can ship directly to his FFL in his state of residence that will then transfer the firearm to him per his state's laws.

Yes, it's legal. Federal law is what you need to consider as it's between two states not intrastate. Federal law allows for a non-FFL to send a firearm to an FFL (but not to another non-FFL).

rifles may be shipped USPS by non-ffls, but not handguns.

Handguns can only be shipped by dealers via USPS, non-ffls must use a contract carrier, like UPS or Fed Ex.

either way, insure the gun for current replacement cost also.

You got it, that's all, just stash that stuff away just in case and you're good to go.

Yes everything was good but try and ship a rifle with USPS they just won't let you.
I had to go to another local post office and just ship the box and did not tell them what was inside, shipped priority with signature request. I hope it gets to it's location and I don't have any problems.

I found that out the hard way,that's why I skipped and went to another post office and just shipped it like I said priority mail with signature requested.

just a reminder, you are required by law to tell the USPS and any common/contract carrier that there is a firearm being shipped.

they are prohibited from placing markings on the outside of the box indicating that the box contains a firearm, but you MUST tell them its ther.

A nonlicensee may not transfer a firearm to a non-licensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any State. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.
