According to the PAGC regional office harrisburg (paraphrased)A property owner or occupant may dispatch any animal that is causing harm or damage to that property or threatening the safety or well being of the occupants. There is no license required hunting, carry etc. PROVIDED-The killing of that animal must be done in a humane and respectable manor without causing danger to the occupants or the residents/property adjacent to it. The the term motorized vehicle is used to exclude tractors and such. The shooting of a pest animal from a tractor or other conveyance could cause some trouble with game laws but you aren't likely to have trouble if you aren't right in someone else's sight.
