How much it might cost to turn a bolt handle down to .313 and thread it?

Or of any quality gunsmiths in the Lebanon (south) area?

.313 is not a standard size. Do you mean .3125 (5/16)? How'd you arrive at that spec? What thread does it need? 16TPI? 18? Something else?

It's an easy job, depending, for anyone with a lathe. You don't (necessarily) need a gunsmith.

I want to install a Badger ordinance tactical bolt knob, the specs from the website say that the original bolt needs to be turned to .313 and threaded to 5/16 24tpi..

I have a Badger knob on my 700. I sent the bolt directly to Badger to have it done. Only took a few weeks and it was done by the people that KNOW how to do it properly. Plus I know if there was ever a problem I would have someone to go back to. You might want to look into that. I think it only cost around $60 to have it done.
