I believe that they indicate whether a state recognizes non resident permits, or resident permits only. Florida, for example only recognizes resident permits, so your Utah permit would do you no good there, but your PA LTCF would be fine.

ETA: Just found this helpful bit:

Colorado, Florida, Kansas, Michigan, New Hampshire, South Carolina, and West Virginia only honor permits from residents of issuing state.

A Pa. LTCF is good in 24 states, though technically in AK and VT, you don't need any at all.
