Non-resident LTCF
Is my thinking right, a west virginia resident can get a virginia non-resident LTCF and carry in pa. But a pa. resident can get a virginia non-resident LTCF and can't carry in west virginia. Is something wrong or am I wrong?

No, WV is just messed up. There are many options for WV residents to pursue in order to carry in PA and none for PA residents to do the same in WV.
This year a CCW Reciprocity bill passed in the WV Senate and it shows some promise. Hopefully reciprocity expansion is in the near future.
