I have read the classified rules, but when I try to PM another message, it is not giving me that option. Am I doing something wrong or do I not have that option?

You have the ability to PM, there are no milestones to meet before being able to PM. When you are in the thread of the user you want to PM, click on the users name, and select Private Message.
ETA: the forum seems to be glitching right now. Try logging out and back in.Power always thinks...that it is doing God's service when it is violating all his laws.
