Default Giving a handgun to a WV resident

I wish to give a handgun to a family member living in WV. I live in PA.
    What would be the procedure?

Send/deliver it to a dealer in WV to do the transfer to the family member.

Thanks, I thought that was pretty much it. Just wondering if a gift was different from a sale. Much obliged.

Nope, not for interstate transfers. Fed law requires an FFL on the recipients end for handguns and requires an FFL in either state for long guns to effect the transfer.

If the family member was in Pa. (intrastate), then no transfer would be needed for spouse, child, parnet or grandparent and of course an FFL. But per 18Pa.C.S.6111, transfer through FFL would be required for anyone else, even for a gift of a handgun.
And of course long guns would require no FFL involvement intrastate.

You could also hand deliver it to WV if you visit and have the transfer done at a FFL down there.

Go ahead, everyone needs a little time off

Patriot, isn't transfer via a local (willing) Sheriff also an option in PA (18 Pa.C.S. § 6111. para c)? I'm wondering if that might also be an option in W(by God)V.
Clinging to guns and God in PA...
