Just got a firearm safety pamphlet from Delco and it is wrong.
In one section it states that OC is illegal in Pa except with a permit and only then in Philadelphia.

andrewjs18 just mentioned this issue too (I'll look for the thread). The pamphlet said something like "Citizens are permitted to open carry, except in Philadelphia".
