application for ccw in philly this week

have been thinking about for a while and thought with the new religion about to hit i should get while the getting was possible.
any recent app with turnaround time in Philly ?
and does the $25 app fee include the recent increase in the app fee?
i can imagine some of these questions may be redundant but i feel the whole climate has changed ( pardon the pun) and i want to be sure to have all the proverbial i's dotted and t's crossed.
i had a DUI in 1998 involving an accident ( me , my truck and a tree) but that is the extent of it and have purchased pistols, revolvers and several long guns since with no problem. i have read the app instructions over and over but i still feel as if it is a discretionary call by the sheriff and with ramsey, nutter,rendell and now Hussein oboma that discretion could become much more discretionary
