    Default Concealed Carry Permits for Resident Aliens?

    My wife is a Russian citizen that I met in Germany (not through a catalog for those who I know want to ask). I have a concealed carry permit and was wondering if she can get one too, mainly in case I accidentally leave a weapon in the car and she gets pulled over. Anybody know about this?

    As long she has a green/resident card, she will have no problem getting a LTCF. My wife is Polish (non-US) citizen and got 3 licenses (PA, UT, and NH). Just be sure to follow the instructions on the form, especially with the "proof of residence".

    Others have already correctly answered the Q about the LTCF.
    However, for the situation you describe, she would not have a problem per the following exception to 18Pa.C.S.6106
    (13) Any person who is otherwise eligible to possess a
    firearm under this chapter and who is operating a motor
    vehicle which is registered in the person's name or the name
    of a spouse or parent and which contains a firearm for which
    a valid license has been issued pursuant to section 6109 to
    the spouse or parent owning the firearm.

    Does this also allow the firearm to be loaded? Or does this statue only allow for guns that are unloaded and cased? Any ideas?

    Yes, absolutely. However, as we have seen, I am not sure how many LEO's would know that specific exception and will give her hell for it then let the court sort things out.

    The exception listed above is a separate exception to itself and has nothing to do with the exception #8 that deals with unloaded carry to/from certain locations/activities that you're referring to.

    So IMO it means loaded or not.

    Yes. 6106 makes no mention of loaded or unloaded in its prohibition of firearms in vehicles. The exemptions then make such requirements per exemption.


    The spirit behind that exemption is for the times when a spouse "forgets" his/her gun in a car and the other spouse then uses the vehicle unknowingly transporting the gun.

    True, but of course this applies to anything and everything you do. Not sure the relevancy...

    The situation of gun in car was presented as a concern and the fact is that it is an exception, just like #11 (Having an LTCF) is an exception.
