    I have used what I call the Vertical Outhouse method of making a complaint. Write a letter of complaint to the governor. At the bottom, cc your State Senator, State Rep, commandant of the PSP, PSP internal Affairs, the Barracks Commanding Officer and Chief of Patrol. Those at the top will make inquiries and those at the bottom will launch investigations in anticipation of the inquiries. Throw in a cc to your local and regional newspapers and watch the sparks fly.

    You must not be from PA? The Sheriff*s in PA, do not have a Patrol function, like NYS. It*s either PSP or a local police force. PSP dominates the state. If this person is in a rual area PSP is the only game in town, along with your local volunteer fire and ambulance corps. Sorry to hear of the situation, I*d visit the barracks and speak to the commander.

    That only works if the people at the bottom think the people at the top care. In my recent personal experience, the system is full of apathy and they all know it. Stuff like PSP closing an IAD investigation with no comment or communication to the complainant. Then when you get a hold of LT that it was assigned to at the barracks they just use the excuse that they have a lot of young guys. Sounds to me like an admission of failure to train and supervise, but the courts don't give a shit either.
