    When they became capable of doing more than just responding to the controls manipulated by the operator.

    Drones, even fairly inexpensive ones have complex systems and controls. They can operate autonomously, automatically avoid obstacles, track a moving subject on the ground, detect manned aircraft that broadcast an ADS-B signal, carry out pre-planned flight patterns, and record and provide to the pilot various telemetry data, both during and after flights.
