    In PA, all private transfers of handguns that aren't between "allowed" family members require an FFL to do the transfer/background check. Rifles can be transferred privately without an FFL as long as the buyer is not prohibited. Allowed family members are parent/child, grandparent/grandchild, spouses, but not siblings. It's been this way for as long as I know.

    The same rule applies for selling/buying a long gun from an unlicensed person in or from another state. A personal sale transfer must be done on a long gun purchased by a nonlicensed person, from another nonlicensed person that reside in two different states.

    I assume that a C&R license will allow you to buy a C&R eligible firearm from a dealer or individual in another state? It is after all a federal license from BATF.

    Correct, a C&R licensed person can purchase a C&R firearm from an out of state licensed or non-licensed person provided that state law does not trump federal law. Some states don*t fully recognize a C&R and will not allow them to be used for transfers of pistols, etc.
