It's federal law that states that a FFL can not sell a handgun to someone under 21. An 18 year old can buy a handgun in PA by going through a county sheriff. Good luck finding one who will do the transfer.
From the PA Uniform Firearms Act
6111.2 (c) Duty of other persons.--Any person who is not a licensed importer, manufacturer or dealer and who desires to sell or transfer a firearm to another unlicensed person shall do so only upon the place of business of a licensed importer, manufacturer, dealer or county sheriff's office, the latter of whom shall follow the procedure set forth in this section as if he were the seller of the firearm. The provisions of this section shall not apply to transfers between spouses or to transfers between a parent and child or to transfers between grandparent and grandchild.

Pennsylvania State Constitution
Article 1 § 21. Right to bear arms.
The right of the citizens to bear arms in defense of themselves and the State shall not be questioned.
How is 6107 legal given our states supreme law states the above?

Yet that is NOT permission to do so. It’s still going to cost you a boatload of cash to mount a defense based on that ruling. A ruling for that specific case and the specific details of that case.
I’m not interested in rolling those dice, even in my dark Red county with a very solid DA
