    or they can just steal one.. but I doubt they would open carry it ?

    So anyone 18-21 can now carry during a state of emergency. But is it still illegal for anyone over 21 to carry?

    Can someone under 21 get a LTCF?

    They should have struck down PA 6108 as well under 2A and 14A violations since it creates a difference of protection under the law - those within a city of the first class are required to have a permit to carry openly on public domain, whereas the rest of the state doesn't.

    21+ must have a license to carry during SOE, under current law.

    Under 21 cannot obtain a LTCF, so with the "normal" possibility of open carry taken away completely during SOEs, they were completely disarmed, triggering the challenge.

    Over 21 can keep their "rights" during SOE if they've paid the tax to do so.

    My thoughts exactly. Hate to rain on a parade, but if true it doesn't seem
    like such a big win. A move in the right direction? Sure.
    But I'm not organizing a parade just yet.

    But at the same time it would be illegal for someone over 21 to open carry and walk everywhere during a state of emergency? (without a LTCF)

    I think you're getting it. You're getting that it makes no sense.
    So welcome to the Pennsylvania Uniform Firearms Act. Show me
    something that does make sense.

    § 6107. Prohibited conduct during emergency.
    (a) General rule.--No person shall carry a firearm upon the public streets or upon any public property during an emergency proclaimed by a State or municipal governmental executive unless that person is:
    (1) Actively engaged in a defense of that person's life or property from peril or threat.
    (2) Licensed to carry firearms under section 6109 (relating to licenses) or is exempt from licensing under section 6106(b) (relating to firearms not to be carried without a license).
