This law makes no sense. Why not just add a fine to persons arrested while wearing a ski mask in the commission of a crime? As written, it appears that if grandma is waiting at the bus stop during a snowstorm wearing a full face mask to stay warm and forgets to take it off on the bus, she can be fined.
