    Default Mossberg 590 12Ga P.A. Legal

    Can anyone tell me if the Mossberg 590 12Ga pump is legal for a P.A resident? Per the ATF rules it is legal, but I believe that the P.A. State rules Do Not allow it.

    That's a Mossberg Shockwave with a 14" barrel. It's not a shotgun, it transfers as an "other" Mossberg 590, 590s, 590m have 18" + barrels and are classified as shotguns.

    Both are legal in PA.

    I built my own Shockwave using a regular M500 and one of these barrels. It's 18.5" and has no ambiguity under any laws then.

    Only downside is, since it's a defined long gun it can't be kept loaded in a vehicle. Eventually I'll get an "actual" Shockwave variant...

    So, it's legal, but with a 14" barrel it is a "firearm"? Or AOW?
    How should it be transferred? Like a handgun in PA or is there
    more to it?

    It is legal in PA. It is an "other firearm" under federal law. Under PA law it is a "Firearm", as defined under PA 18.61.6102, as determined by the PA State Police.

    Even though the ATF determined the gun to be an "other firearm" because it exceeds 26" AOL even though it has a barrel less than 18". Note,the NFA law doesn't set a measurement for AOL with AOW's. The ATF pulled that 26" out of their ass, from other parts of the NFA for SBS's and SBR's for the words "concealed" and "concealable". Those words were intended to define disguised guns(like cane guns, pen guns, etc, etc). The ATF could technically backtrack and redefine those as AOW's, and it would be in the purview of the NFA and the ATF's allowed powers given by Congress.

    The PSP declared it a "Firearm" because of the <18" barrel. You need a LTCF to carry one concealed, or in a vehicle, just like any handgun.
