Hollowpoint bullets have a cavity of varying size in the nose of the bullets.

Hydro-Shok bullets have a large hollow cavity with a post of harder lead in the center. The purpose of the post is to redirect body fluids against the side of the cavity, ensuring expansion at lower velocity.

It is debatable as to whether or not they are any more effective. I've heard stories about the cavity of Hydro-Shok round being filled up with clothing, and the like

Here are two unscientific but interesting tests as to the effects of clothing on hollow point rounds:

RE: the stories of the cavity being filled.

The post in the center of the cavity is there to deal with the problem of the cavity of hollowpoints being filled at lower velocities and preventing expansion. The post tapers, narrower at the top than the base, so clothing, tissue, etc becomes a wedge that forces the bullet to expand.

Statistically, the likelyhood of a standard JHP getting clogged and not expanding are slim, and if someone is honestly concerned with that they can always use a lighterweight bullet that has a higher velocity (if possible) and subsequently an increase in foot pounds of force. With todays ammunition technology however, the need for the post has been essentially eliminated leaving hydrashocks as essentially just "hedging your bets" so to speak, but at the time they were developed it was a legitimate concern for "big slow" bullets.

In the end, any number of tests can be done, and you will always have hollow point rounds that fail to expand on one shot, but expand perfectly on the next under any conceivable set of variables.
