    Default 80% lower

    So if I have an 80% lower to trade to a friend for a shotty do I have to serialize the lower?Can I just make a long gun trade?

    Doesn't matter. It's a block of metal if it's an 80%. It's a firearm if it's finished and there's no restrictions on private transfers of firearms in PA. Unless it's a pistol or you transfer it at an FFL.

    I think he means if it's not finished in 80% form he can do what he wants because it's not a firearm , if it was a finished and either not built out or built as a rifle without the intention of originally selling it , he can private transfer it ( I am not a lawyer and none of what I am saying is legal advice anyone reading this do your own research) , if he made it without the intent to sell it originally and built it out as a pistol and was selling it as such it would require an ffl.

    What happened to Shapiro's decree that 80% recievers are now considered firearms? If that's in effect, then it could be a problem if it's used to create a handgun and didn't get transfered at an FFL.

    IANAL but my understanding is that 80% is still not a firearm. IANAL but I'm thinking that in order to swap a finished modern weapon, it needs to be serialized. If I understand incorrectly, I welcome the correction and supporting documents.

    Just checked a few websites and 80%'s are still shipping to PA. Shitpiro can't just make laws, he can shove an 80% lower 80% up his ass. 5 packs are $209, 3 packs are $140, anodized singles can be had as low as $42. Everyone should have a few.
