    If you chip a small piece off of an area that doesn't matter, is it then a 79% lower and you're free to do whatever with it?

    Your CC doesn't know what you bought. Could have been a dozen mags, new bcg, an optic, or 3 tshirts. It would be up to the company that sold it to you to rat you out and provide invoice details.

    Finished lower with intention to keep.Now have an opportunity to trade a complete lower for an o/u shotty.Do I need to number it?

    Is this a finished AR15 lower or a finished handgun lower?

    It's important to be specific, as there are 80% versions of each.

    IANAL but my guess is that it needs to be serialized and maybe mfg marked. I with with bated breath for the answer from someone who knows for certain.

    As far as I'm able to understand this, the "trade" and "shotgun" in this scenario are of no relevance.

    I talked to my FFL, and he says as long as it's a long gun, it doesn't need to go through an FFL, and as long as it doesn't go through an FFL it doesn't need to be serialized. There are people that are looking to change that, but as of today, it's legal.

    Right, money, guns, gift, etc are irrelevant, the key component is lawfully transferring a potential gun from one party to another.

    It's been a long time since I looked up the regs on frames/receivers, but I believe a frame/receiver are still considered "other" as they are neither a long gun nor a handgun and as such can be sold face to face in PA? Are handgun frames treated as complete firearms? Please correct me if I'm wrong.


    That being said, we all know a "handgun" needs to transfer through an FFL in PA.

    The ATF via rule change and authority over FFLs, has made it so that any PMF(privately manufactured firearm) going on the FFL's bound book has to be serialized by the FFL.

    There is no law that requires a PMF (other than a handgun) sold privately to be serialized prior to a private sale.
