Not really. It's the construction and paving companies owned by political official cronies that take their time on fat mega-million $ contracts paying out prevailing rate wages. Companies like Swank, Glenn O Hawbaker, Palo, IA Construction, Kokosing (from OH!) et. al. Hawbaker has been near bankruptcy for years and during Covid it came out that the company overcharged PA $millions but no criminal charges filed. They keep getting job awards because PennDot "doesn't have enough" contractors of Hawbaker size to let Hawbaker fail and still get all the work done. And who makes $$$$$ political campaign contributions?
