I'm nowhere near you guys, but from reading this, let me suggest that if you are trying to hit the center of the boltface, the only way to hit it right on is to chuck it up in the lathe, dial it in until the bolt is running true, then spot-drill it first with a centerdrill.
To drill, run the lathe at high speed, with lubricant/coolant and you should be good to go. A clean new drill chucked up straight and firm in the dead-center (tailstock) chuck.

It drilled easy and we got it a little off center but it should be close enough to work. The last I heard, he had the center-fire pin working but hadn't tried it with a shell in there yet.

BTW, mild steel Cutting speed is 80.
