There is already a civilian national security force........
It is called the militia and is provided for in the Constitution and I doubt it will be answering to him.

Umm
Whoa.. ok. I want a video of the full speech ASAP... friggin blogs make it impossible to find it..
Cause dayum.. Even if you take it at the most positive light, it's a really poor choice of wording. Bush did away with Posse Comitatus so there technically isn't anything stopping a President (Republican or Democrat) doing the worse version of that statement..

Govt sponsored militia? Just sounds like another army for the presidents purpose within the country.
Citizens can and should form militias when needed...the govt already has the army.
The trick here is that US soldiers are sworn to uphold the constitution even above the president...this force will likely have to do no such thing.
