Yep, it looks like national gun registration to me. One photo per gun instead of 2, and you have all you need. And the only reason to do that is to make future gun bans enforceable. Like Germany carefully making lists of who all the Jews are, and where they live, in the 1930's.

Yep. It reduces the work for creating a national firearms registry by more than 50%, by eliminating half the photos needed, and eliminating the need to separately link the citizen info to the gun info.
