private sale of firearm during SOE?

A co worker asked me about this this afternoon, I was not sure what to tell them.
Are private sales of long guns shut down because of the PA state of emergency?

A firearm (pistol, revolver, SBR or SBS) requires a dealer.

Many dealers are still open by appointment.
