I doubt that you'll find that, you need to go with what's close to you. You can pick your county(s) out of this page then your towns and the repeaters. If you want to use the radio your going to have to learn a little.

I tried using that site before I posted but I just got some ads I couldn’t seem to punch through. I’ll try again later if I get around to it.

Is there a practical way to program or modify the programming of the saved channels without a computer?
For Instance: I have many area repeaters programmed in for scanning. One in particular just gets a lot of static inside my house. If I go to the park, it is clear.
Is there a way to manually set that channel to Skip in the scanning sequence, without using my computer.

Second, can you add a brand new channel/frequency to the scanning list. For instance, I learn of a new repeater or frequency that I want to monitor, but I do not have my computer available.
you can do it with the menu and keypad, It's not convenient, and is more complicated than doing it via computer. Every radio operator should know how to add repeaters to their radios "on the fly". In the menu options when you are on the memory you wish to change, one of the menu items is "Skip".

Ordered my UV-5R Plus today. $30 including the programming cable and shipping. Says it will be here on the 9th, but they are only shipping from NJ, so I expect it will likely be sooner.

Yep, I actually got it on the 6th. I haven't had a lot of spare time this week yet so I was planning on trying to program it tomorrow on my day off.

A ham friend of mine tells me that analog is pretty dead in this area, and most of the east coast is using 'system fusion' or similar digital encoding systems for VHF and UHF. I'll be doing some research, but I'll still try and program this radio.

for those who know how to use chirp, your frequencies can be exported and someone else can import them.
options are under the file menu in top left of chip. it is exported as a CSV which anyone with excel experience or notepad tolerance can play with outside of chirp.
csv file is tiny so it is easy to share, even if just pasting here for someone to copy to their own notepad and saving it as a whatevername.csv

if you look up on internet search or county website your local 911 center you might find a frequency list local PD/fire/ems run on, lots of them to listen to until everyone goes p25/encrypted.
    http://www.monroeco911.com/for-our-l...ommunications/
they might be called control centers, public safety centers, 911 centers.
you can also pull frequencies from here.
    https://www.radioreference.com/apps/db/?stid=42
not only is there an easy to read list, if you look for the FCC Licenses tab and open "display all fcc licenses" you will see a whole lot more, when you find what your emergency management is called, you can search their licenses and see if there are any frequencies they have/use that might not be listed so easily and clearly. for example, monroe country control center uses much more than their official link provides.

you can also verify a frequency is right with these. but expect a delay between the radio broadcast you hear and what pipes through broadcastify. it might take an additional 30sec or more for it (example, a fire transmission) to get through the internets.
    https://www.broadcastify.com/listen/stid/42/?rl=rr

and if you ever want to listen to local walmart or something, when you are nearby, like right outside, they seem to use MURS blue dot. endless constant chatter all on the same channel.

keep in mind all of this does have a range, just like an FM radio.

something to do while you are in the parking lot dippin' fries in a milshake, punch the freqs into a radio and see what comes of it.
start with MURS and move on to whatever the next list is.
