I just hit a repeater with a stock UV5RA on UHF at 30 miles away. I don't care who you are that's fucking awesome.

I tried joining the Pottstown Club net tonight but they didn't seem to be able to hear me. I'll tool around with it tomorrow and see if I'm breaking through on their tower.

Please read his complete answer. Most police in PA have moved to encrypted P25 Digital solutions, as such they are NOT capable of being monitored by the Baofeng. you'd need a Digital capable scanner for these. However the Interop frequencies that are used by PD, and some of the older Analog systems that use VHF or UHF may be capable of being monitored.

Unfortunately most VEs are in the high risk group (55 is considered young), the ARRL is looking at ways where we CAN test via internet, so far only one test has been given that way. Most Clubs in the PA Eastern Group are taking it week by week hoping to regain activity as soon as possible. Some Clubs are now holding their monthly meetings either on air, or on the computer. Planning for events such as Field Day have not stopped but there's a lot of uncertainty and concern in the air on how to handle things. In a recent meeting, Emergency Coordinators and County Club representatives were giving the same reports "We have this on the calendar for next month, but everything is on hold". While I can influence my club's VE Team, we're all volunteers, and they are especially concerned about out of area people coming in, and not having proper precautions. So I guess what I'm trying to say, best thing to do, is keep in touch with the local club and find out when they will resume.
