Want to increase personal crimes? Apply civil rights to the point they are a suicide engine.
I was in Highway Patrol in the early 60s. We used to randomly stop cars on Columbia Avenue (now renamed Cecil B. Moore, I believe)
and search the car and frisk the occupants. In less than 10 cars, usually, we would come up with a gun. Sometimes recovering stolen property in the trunk. Now and then a stolen car. The reason we conducted the stops was because it was a high-crime area, and we were being pro-active in addressing it.
We used to make ped (pedestrian) stops. Who are you, whatcha doin', frisk.
Those stopped who had no criminal involvement went on their way after a brief encounter.
As time went on, strict adherence to the constitution became the most important. More important than discovering criminal behavior or preventing crimes from occurring.
Expecting a different result is asinine.
Just as more armed citizens makes for a safer society because the bad guys face the uncertainty of which victim might fight back,
the cop on the beat created the uncertainty of criminal behavior being discovered.
Philly wants to sue the Commonwealth? It's already enjoying the first class city exceptions. It blatantly disregards law by declaring itself a sanctuary, it may as well behave as it wants, in disregard for any other law it doesn't like.
