    They may think their shit don't stink, but they're a political creation of the state and are thus subject to the state's laws and regulations, period. They lack standing.

    More WASTE of taxpayer money for "feel good" crap. But, that's ok, they never have budget deficit, nor debt problems in Philly. Everything is fine and as well funded as it could be also.

    City Council answers to the State and U.S. Constitutions. They cannot supercede them, voted on or not.
