    this might be one of those gray areas...
    i dont think theirs a law that says you CANT have a non DL id if you own a home in that state, while living (DL) in another state, but.. considering the OPs intentions it leaves alot to be desired..

    You would be claiming Pa residency which would disqualify him from the NY DL the job and perhaps lead to purgery.

    City worker Sanitation I am required to have a NY drivers license/CDL... use my mothers address for residency but my wife two kids and I in fact reside in PA

    I suspect that you're violating laws in both states.

    Then by default you are SOL on the license to carry firearms in PA. You cannot have it both ways
