    I think that's a cover their butt thing. With the manual safety, the risk of a round going off with hammer down is pretty low. But yes the safest way to carry is always empty chamber. Load one, skip one, load four, lower hammer.

    2nd the cover the butt thing. Or, someone in the company doesn't understand their own product. That safety totally bars the hammer. In fact, it's a pita until you get used to switching it off.

    The .22 magnum is more accurate than the .22LR in the Rough Rider. If it doesn't come with the magnum cylinder, it's well worth the $30 to get it, if you still can.
