OK, then your friend is a 01 FFL with a 03 SOT. Yes he can do transfers. Yes a notarized letter, at least for me as an 01 FFL, would give me something to have on file if the PSP had any questions. Personally, I would do the transfer, not a big deal.
Your FFL friend would have to add it to his books as an acquisition and the disposition would be to your cousin (as long as he passes the PICS check.) Then in the signature block on the SP4-113 the FFL will just write in "Not available for signature" He can make a copy of the letter and attach it to the 4473 and the SP4-113 that he keeps in his records in case the PSP questions the NAFS on the SP4-113.Ron USAF Ret E-8 FFL01/SOT3 NRA Benefactor Member

thanks to all for chiming in.. i decided to take the drive today to finalize it and be at ease..
walked out with a new G19 Gen 5 tho!!!! hehehehehe
