Some cuffs can be shimmed with a hairpin. Not quite the same as picking. It is highly unlikely that a good set of modern cuffs can be shimmed.

We need to ban paper clips and hairpins! I've also heard people say they can use one to convert any semi-auto AR or AK to full-auto with one.
