In this specific case, the location of the perp greatly reduced the concern over what/who is beyond the target.

Change the location/angle and that becomes a low percentage long distance shot with many possible unintended victims behind him

Because their goal is to not stop, nor reduce violent crime, but disarm the law abiding. Everything they use is just an excuse to do that. It is why nothing is done about inner city, Black on Black violence, and perps with multiple gun Felonies are let back out on the street to do it again.
