This is a Pennsylvania forum so I figured it was safe to assume that when talking about collecting shed deer antlers it would be in the state of PA

I’m sure it’s considered disturbing wildlife regardless of the state you’re located in. I suggest not doing it because of the damage it can cause to the antler bases. Also, it’s more fun to go for a walk in the woods and search for them; you never know what you’re going to find!!
