    To answer some of the questions:

    My friend said this is going into effect Jan 1, which is why it is not on the website yet.

    Yes, chief of police sign off would be required for renewals as well.

    Yes, I assume it is to make it as difficult as possible to obtain a license. I got mine when I was out of state and went up to Berks which was amazingly easy.

    Ummmm....are you now a PA resident carrying a non-resident LTCF?

    He can't be saying that, as there is no such thing as a non-resident LTCF. There are only LTCFs, and LTCFs are required by law to be issued to all qualified applicants, period.

    As such, the issue you are implying simply does not exist.

    Yep I met the non-resident requirements to get a PA LTCF which the main was was have your homestate license. I finally got around to changing my address after I moved to PA, which is not a requirement and doesn't change expiration date, but easy enough with Berks.

    Before the change, Montco got around the law by not strictky requiring the person to have the signed form, as if you didn't they would just take a few weeks to contact the local PD themselves. If you had the form on you, you got instant issue.

    They don't do same day service at all anymore, so making you wait has no added impact.

    Exactly. When I got my LTCF (almost 5 years ago), there was a young guy there that didn't have the form. The deputy was giving him a hard time about it, and I think he guilted the guy into taking the form and leaving (at that point, it's two visits no matter what). This year I'm going early and dropping off the form and not doing ANYTHING extra. I'll wait no matter what (I can hit the courthouse on my lunch break).
