Actually, it's either a "firearm" or it's not. The determining factor is the fire control cavity. If it's completely solid, it's NOT a "firearm". If it has ANY machining done to it, it IS a firearm.

Thank you for contacting me about the legal opinion my office issued classifying 80% receivers as firearms under Pennsylvania law.
Gun violence, which is a serious public safety and public health issue, has reached epidemic proportions in our nation and in our Commonwealth. Over 13,000 Americans—including hundreds of Pennsylvanians—are killed with firearms every year. Another 26,000 are injured. And those figures don’t even include the 21,000 who commit suicide using guns.
As our Commonwealth’s chief law enforcement officer, reducing gun violence is a top priority. Gun trafficking, straw purchases, and gray market gun sales threaten us all by putting weapons in the hands of dangerous people who should not have them under the law. To help reduce the number of illegal guns, agents in my office regularly confiscate firearms during drug enforcement operations, keeping them out of the hands of violent criminals.
I support the Second Amendment and law-abiding citizens’ right to own firearms. At the same time, I believe we must do more to reduce criminals’ access to guns. By working together, we can reduce and prevent gun violence, prosecute criminals, and make Pennsylvania safer for all our citizens
