You've always been able to manufacture your own firearm here in the USA, even during British control, so that isn't going to change.

Being that an 80% anything is only a marketing term the only thing they could ban is all out self manufacture. That's isn't going to pass congress but I could see the ATF making a rule change givin their recent history. They could easily say that manufacture can only be done by a licensed FFL or a weapon that has an issued serial number. Enforcing it OTOH is nearly impossible though.
