Should I challenge the form if they ask for references? They never call them anyway as I asked my two friends if they were ever contacted.
The law requires a standard form provided by PSP. That form includes references, however some counties cross that part out.

I believe the form is front/back, so if they used a 1 sided printer, it would be two pages. If my memory is incorrect someone will swiftly correct this post.

What would happen if you just left them blank and it got rejected, would it be rejected for a year or until it was properly filled out?

    Rejected?

You mean the LTCF was denied? Well, denials have to state the reason. I'd image that as references are not required according to the law, and there is at least one county with a court order that says they can not be contacted, there would be grounds for appeal and a lawsuit.

I doubt that a lawsuit would benefit me but next time I'll leave them blank and see what happens, that'll be in about 4 1/2 years. But...when I did fill it out last I just put name and phone number, I didn't have addresses and didn't get questioned.

The original references I used many years ago both have passed onto the next life. I wonder if the new Soros paid for Sheriff in Chester County will call them when I go to renew.

He'll check the list of democratic voters, and since they're deceased they'll probably be on it and you'll be good to go.
It ain't what they call you, it's what you answer to.
