Yes, more or less. I used a 3/8" socket extension to push on the on the windage drum and a 12mm bit around the drum on the other side and cranked the vice handle with a piece of scrap pipe.
Like I mentioned I'm not sure if it was the penetrating oil, tapping with punch, torch heating, or final application of torque that did the job or a combo of all the above.

I got lucky with mine. The tool worked no problem.
Last month I found my glock aftermarket sight tool had rusted the two pins it slides on, inside their holes. I went through all the options from soaking 2 days in nuts off to heat and hammer. Heat and hammer did it. Always afraid of wrecking stuff when it’s seized up and attempts escalating in force.The Gun is the Badge of a Free Man
