If you drive leaving your operator's license at home, you are charged with fail to carry, not driving without a license. What are the penalties for fail to carry a LTCF?

If you do not report the loss of a LTCF, you are still licensed. If you report the loss and it is cancelled, you are not licensed.

What if you are actually arm robbed of your wallet. No negligence there. There should be provisions for obtaining a duplicate while remaining licensed.
Here is the section of the PA CC that deals with carrying your license while carrying the gun concealed.

§ 6122. Proof of license and exception.
    (a) General rule.--When carrying a firearm concealed on or
about one's person or in a vehicle, an individual licensed to
carry a firearm shall, upon lawful demand of a law enforcement
officer, produce the license for inspection. Failure to produce
such license either at the time of arrest or at the preliminary
hearing shall create a rebuttable presumption of nonlicensure.

Therefore if one doesn't have their real LTCF ( not a copy) in their possession he or she could be arrested for a M1 and taken forthwith and your gun confiscated as evidence. What if the Sheriff finds out about the arrest and now doesn't want to re issue under the character clause?

Regardless of what it says in the paragraph I suspect the burden of proof still lies with the police/prosecution to show the person was not licensed at the time of the offense at the hearing. Then again the police could and should have made a check via computer to the PSP LTCF registry before making the arrest but I'm not their boss.

In any event maybe a LEO can chime in and tell us what their department's policy is on this.

My question is legally I have a license that doesn't expire until 2024 right now but I just don't have it on me it's been lost, is this legal?
You mean you didn't have a picture of it on your phone? Duh!

Why does the PSP template LTCF card have a duplicate/correction box if duplicates cannot be legally issued?
