It is against federal law to use NICS for anything other than a firearm transfer at a FFL or obtain a firearm purchase or carry permit/license.

Since PICS uses NICS, that law must be followed.

Regarding getting a background check on yourself.

You can request your PA senator (or is it PA Rep ?) do a background on you for free.

How does this background check differ than a PICS/NICS check ?
