My mention of "LPK" only had to do with showing that it's never been used - period.
If you install a LPK and remove it, I'm pretty sure there will be some marks left - even if it's not used.
Simply some photographic "evidence" that I started the pistol using a virgin/never built into "anything" lower.
Photo of virgin lower, then photo of it as a finished pistol.I called to check my ZIP CODE!....DY-NO-MITE!!!

Jesus. Just order the lower receiver, pick it up at your FFL and build it as a pistol first and don't worry about it.
Just make sure your FFL knows it's "other". If they hassle you and want to transfer it as a firearm just ask them WTF are going to put down on the form for barrel length!Last edited by Hawk; September 14th, 2019 at 07:32 AM.

I have had a dealer try to sell me a brand new receiver like it was a pistol once...

If a raw lower is built initially as a pistol, then changed to a rifle configuration, can ownership be transfered as a rifle or must it be transferred through a FFL as a pistol to be legal?

I haven't bought an AR15 in years, I build everything. Nothing like buying a complete rifle made with basic everyday parts and throwing money away changing the barrel, handguards, stock, bolt, buffer, grip, trigger guard, bolt release, etc.

I can think of no reason why it has to be "transferred" at all.
It's a rifle. You don't need to do a FFL transfer for rifles.
But even if you WANT to sell it to someone and do the FFL transfer, it's a rifle now, and once transferred it must always remain in rifle form.
It came to you as an "other" - not a rifle - not a pistol - it was just an "other" until you made it into something.
I can't see how making it into a pistol first has any bearing on what happens to it after you change it into a rifle and THEN decide to sell it.
