    I wouldn't describe it that way at all.

    What I saw was him shooting until the gun ran dry and the threat was neutralized, and he was able to escape - unharmed.

    There was no "and then he shot him some more" - he simply kept shooting without pause.

    He fired16 rounds that I counted, the first one dropped the bad guy and two took out the copier and the rest went into the bad guy. I did not see any flak from wall or cabinets so I am going to go out on a limb and guess that the bad guy was hit 14 times.

    I didn't tally the final count, but I completely agree with the rest as stated. It's a shame cops can't get that kind of hit percentage...

    The store manager was legally allowed to carry a gun.
    Guess so. It's in the constitution. Oh...Philadelphia....make that extralegally.
