For the OP. If you want to "transfer" the handguns to yourself you can, most any FFL (gun dealer) can do this easy enough.
Call a local dealer and ask if they will do this. Explain the situation.
If they will, go to the dealer with the guns.
The dealer will take the guns and log them into his books as coming from you. (see my last sentence for alternate method)
You will then fill out the BATFE Form 4473 (one) and the PA State Police form SP4-113 (two, one for each handgun).
The dealer will run the background check on you.
If the BGC comes back approved, you will pay him his fee and he will give you your copy of the SP4-113 and the guns to take home.
He will then log the guns out with you as the recipient - looks odd in the books but is nothing out of the ordinary and nothing that the BATFE hasn't seen before.
In 16-18 months the information from the SP4-113 will get entered into the PSP Record of Sales database and if any LEO searches it (they are not supposed to but some do) they will find it with your name. In the mean time, you have your copy of the SP4-113 to prove they were transferred to you.
In all actuality, on the SP4-113's you could put your mom or dads information in the transferors section of the SP4-113 and where they would sign you can put "not available for signature". I have seen (and done) it this way (as directed by the PSP Firearms Unit) and the form never got kicked back by the PSP when the info was entered into the database.
