    Not sure what you mean.

    Basically, an incumbent with primary competition will expect to spend $100k on the primary and general elections, to keep his seat. A challenger would need $50k minimum to go up against him. That would be spent on literature, signs, mailers, and advertising.

    In less competitive districts, the incumbent may raise only $25k. But that's because they know they're solid in their district and won't have to spend much money fending off a competitor.

    Here's an example of a Bucks County Rep who usually has some weak competition. He's got over $100k in his account (war-chest). Many Reps have that amount, or more. So theoretically, to beat him, you need more money.
