No one is phishing.
This is completely legitimate as are all things done by the GOA.

They use an auto mailing company that is set up as you see, it is not a scam.
You have the option to edit the letter as you like before sending it.

After you send the letter they make an appeal for a donation to help the GOA fight to protect the 2A.
You are not required to donate and can simply exit after you send your letter.

I encourage you to do that too. GOA is legitimate and one of our best resources though. My Rep acknowledged receiving the letters too. You can even edit or write your own letter text after you enter your info too. They have letters that go to the entire Senate or House at times, so that's a lot of work to gather those email addresses on your own. They do the hard work for you.

And yes, I'm a member who donates above the membership too.

I've sat in meetings with a State House Rep and GOA representatives, they actually exist and work in real life for us too.
